2026年7月同一週,四件事同時發生。
國防部宣布改為自製RDX炸藥,因為一位立委在委員會公開點名了印度是供應商,印度隨即撤出出口許可;沱江級導彈艦第三艘「丹江」在左營入列,賴清德宣布全部12艘年底前全數成軍;NT$2,100億無人機特別預算案提交立院,六年採購計畫涵蓋208,200架攻擊無人機、1,446架偵察機、1,320艘無人水面艇;台灣廠商JC Tech取得AI AESA反無人機雷達獨家代理,計畫在台量產。
這四條線各自成立,拼在一起看,形狀就不一樣了。
炸藥的故事才是主線
RDX是TNT、B型炸藥、手榴彈的主要成分。台灣化學工業目前無法自製,過去依賴境外採購。承攬商福麥國際未能在180天內取得出口許可,軍備局追繳NT$8,398萬保證金與罰款、列入黑名單,把錢轉回軍備局,用來蓋自己的生產線。
這個流程值得慢慢讀一遍:一位立委在立法院公開講了一句話,導致一個國家在地緣政治壓力下撤出一紙出口許可,台灣的炸藥採購就此斷鏈。這不是間諜戰,這是公開資訊的精準使用。北京不需要滲透供應鏈,只需要讓正確的人在公開場合說出正確的名字。
台灣的應對是:蓋自己的工廠。這個決定的代價是技術落差與建廠時程,在產能建立之前庫存仍有缺口。但方向轉了,就很難再轉回來。
12艘艦和2040年的承諾
丹江的入列本身是里程碑,但更值得注意的是同步公布的下一個計畫:次世代輕型巡防艦,2艘原型艦加10艘量產艦,預算NT$2,500億,建造期程2028年到2040年,分防空型與反潛型兩款構型。
2040年。這個數字代表一種決心的密度:不是應急採購,是長期造船產業的路線確認。丹江的設計理念之一是「可在無外國協助下維修」,這句話在封鎖情境下的意義不言而喻。沱江級的雙體低雷達截面船型,搭載雄風三型超音速飛彈,射程400公里。這不是展示用的,是構成台海反介入/區域拒止網的一塊實體。
208,200這個數字在爭什麼
NT$2,100億的無人機特別預算,在野的國民黨與台灣民眾黨反對——不是反對採購,而是反對走「特別預算」這條路,主張改列一般預算,且主管機關應從國防部改為經濟部。
這個分歧比看起來更技術。國防部主導意味純軍事採購邏輯;經濟部主導則把這筆錢的射程拉長——民用無人機產業升級、關鍵技術引進、資安審查,都進來了。台灣2026年前兩個月無人機出口已達85,500架,年產目標是2028年達到18萬架。這個規模的採購案,不管走哪一條預算路線,台灣本土廠商龍騰、翔陞、雷虎等都會是最直接的受益者。
但這筆錢現在卡著。軍方同日示範FPV無人機擊落氣球靶,是在預算戰場上造勢。這個動作說明的事情很簡單:技術論證已經不缺,缺的是政治通路。
低調是因為沒有單一的高光時刻
川普政府暫停了141億美元的台灣軍售,亞太地區盟邦——澳洲、日本、南韓、台灣——同步在加速自製導彈產能。這個背景讓台灣七月份這一週的四個動作有了完整的脈絡:不是有人突然決定要搞軍工業,是外部的壓力把一個一直存在的方向加速了。
TSMC的光太強,其他所有台灣工業在它旁邊都顯得模糊。這種視覺效果是真實的,也是誤導的。RDX生產線、12艘導彈艦、20萬架無人機、反無人機雷達量產,這幾件事任何一件單獨出現都是地區新聞。同一週發生,沒有任何人統一宣傳,這才是值得記錄的訊號。
福麥國際追繳的那NT$8,398萬,現在正在變成台灣第一條RDX生產線的建廠資金。

While the World Watches TSMC, Taiwan Builds Another Industry
In the same week of July 2026, four things happened at once.
Taiwan’s Ministry of National Defense announced it would manufacture RDX explosives domestically, after a legislator publicly named India as the supplier during a committee session, prompting India to withdraw the export license. The third Tuo Chiang-class missile corvette, Dan Chiang, was commissioned in Zuoying. President Lai Ching-te announced all 12 Tuo Chiang-class ships would enter service by year’s end, while simultaneously unveiling a NT$2,500 billion next-generation light frigate program stretching to 2040. A NT$210 billion special budget for 208,200 attack drones, 1,446 reconnaissance drones, and 1,320 unmanned surface vessels was submitted to the legislature. And a Taiwanese firm secured exclusive rights to distribute AI AESA anti-drone radar, with plans to manufacture domestically at scale.
Each item stands alone. Together, the shape changes.
The Explosives Story Is the Real Thread
RDX is the core ingredient in TNT, Composition B, and hand grenades. Taiwan’s chemical industry currently cannot produce it. The contractor Home-Max failed to obtain an export license within 180 days. The Armaments Bureau clawed back NT$83.98 million in performance bonds and penalties, blacklisted the company, and redirected the funds toward building a domestic RDX production line.
Read that sequence slowly. A legislator said a name in a public hearing. That name was enough for India to withdraw, under geopolitical pressure, a single export license. The supply chain broke. No espionage was required. Beijing’s intervention operated entirely through public information.
Taiwan’s answer: build the factory itself. The cost is a technology gap and construction lead time — there will be a stockpile shortfall while capacity is being established. But the direction has shifted, and these things rarely shift back.
12 Ships and a Commitment to 2040
Dan Chiang’s commissioning is a milestone, but the more significant announcement was the simultaneous unveiling of the next program: 2 prototype frigates plus 10 production hulls, NT$250 billion, construction from 2028 to 2040, split between air-defense and anti-submarine variants.
The Tuo Chiang class was designed to be maintained without foreign assistance. In a blockade scenario, that sentence carries weight. The dual-hull, low-radar-cross-section design carries Hsiung Feng III supersonic missiles with a 400-kilometer range capable of striking both maritime and land targets. The anti-access/area denial logic is built into the hull form.
What NT$210 Billion Is Actually Fighting Over
The opposition — KMT and TPP, who hold the legislative majority — aren’t opposing the drone purchases. They’re opposing the special budget mechanism, and want the Ministry of Economic Affairs to lead instead of the Ministry of National Defense.
That distinction matters more than it sounds. Defense Ministry control means pure military procurement logic. Economic Ministry control means the money’s blast radius expands: domestic industry upgrading, critical technology transfer, cybersecurity review. Taiwan’s drone exports already hit 85,500 units in the first two months of 2026. The target is 180,000 units per year by 2028. At that production scale, regardless of which budget path this takes, domestic manufacturers are the immediate beneficiaries.
The military demonstrated an FPV drone shooting down a balloon target on the same day the budget was announced. That demonstration was not for the engineers. It was for the legislature.
Quiet Because There Is No Single Headline Moment
The Trump administration’s suspension of roughly $14.1 billion in Taiwan arms sales forced the issue. Across the Asia-Pacific — Australia, Japan, South Korea, Taiwan — allies are accelerating domestic missile production capacity in parallel. This is the backdrop that gives Taiwan’s July week its full shape: not a sudden decision to build a defense industry, but external pressure finally accelerating a direction that was already there.
TSMC emits so much light that everything else in Taiwan’s industrial landscape looks dim by comparison. That visual effect is real and also misleading. An RDX production line, 12 missile corvettes, 200,000-plus drones, domestically manufactured anti-drone radar — each item alone would be regional news. All of them in the same week, with no coordinated announcement campaign, is the signal worth recording.
The NT$83.98 million clawed back from Home-Max is currently being converted into the construction budget for Taiwan’s first RDX production facility.
