7月29日,聯邦公開市場委員會(FOMC)以9票對3票維持利率在3.5%至3.75%不變。表面上,這叫「按兵不動」。但廣告業有一種讀稿技巧:不看文案說什麼,看被划掉的草稿。三票異見就是那份被划掉的草稿——三位官員主張升息,在近期FOMC決策中屬罕見分歧,這個數字比結果本身更有訊息量。
裂票背後的緊張結構
9比3不是壓倒性共識,是一個快要撐不住的板塊。主流派選擇按兵,異見派押注通膨尚未馴服——兩邊都有理由,而這種撕裂本身就會讓市場替利率路徑定價兩次。渣打私銀在7月30日的每日交易觀點中,明確指出聯準會維持利率後美元面臨下行風險,整體立場偏空美元,並新發起看空歐元兌瑞郎部位。這不是孤立觀點,而是對板塊撕裂的直接回應:當委員會內部對「下一步是升還是不動」存在分歧,市場就傾向賣掉美元來對沖不確定性。
英鎊方面,渣打預期區間震盪,態度中性。這個組合——美元偏空、英鎊橫盤——透露的訊息是:資金未必要奔向哪個強勢貨幣,而是先逃離美元的不確定性溢價。
台股外資單日賣超逾540億,技術面還站著
同一天,台股外資單日賣超逾540億元,數字夠大,足以讓人皺眉。但對照技術面:0050現價93.7元,200日均線79.34元,兩者距離18.1%。SPY報741.69,200日均線696.96,溢價6.4%。日股ETF EWJ報93.29,200日均線86.22,溢價8.2%。三個市場都在均線之上,且台股的緩衝距離最厚。
單日賣超540億在台股不是小事,但在這個緩衝幅度下,它更接近倉位調整的噪音,而不是趨勢反轉的訊號。外資賣台股,可能只是在幣別層面對沖美元風險的連帶動作——美元若走弱,以美元計價的海外部位帳面縮水,部分機構選擇先降台股部位來平衡整體曝險。
台灣夾在匯率與利差之間
這裡有一個不能忽略的背景張力。美國財政部稍早已將台灣列入匯率監控名單,觸發標準是台美貿易順差達1,450億美元(年增720億,近乎翻倍),以及經常帳順差達GDP 19.6%——主要由半導體與AI技術產品出口驅動。台灣未達外匯市場干預量的第三項標準,所以維持「監控」而非「操縱國」,但這道門檻並非永遠安全。
現在美元若如渣打所預期般走弱,新台幣被動升值壓力反而會加大,讓台灣的經常帳順差在美元換算後數字更顯眼。台灣央行此前已對外資固定收益持股設30%上限、限制ETF對沖投機,試圖壓制投機性炒作。但當美元本身在走弱,這些防線要守住需要更精準的操作。
台灣央行過去已表態,若通膨擔憂生根,不排除升息。油價走勢與中東局勢,仍是那個沒有解答的變數懸在背景裡。
廣告業的視角:賣的是確定性
廣告預算的編列邏輯,跟利率決策的邏輯比想像中更像:都在用現在的資源,押注未來的確定性。當利率委員會裂成9比3,當美元轉向訊號浮出,確定性的成本就上升了。品牌客戶對匯率敏感度的討論,在下半年預算會議上,恐怕會比往年來得早、來得直接。

Three Fed Dissents and a Dollar Already Turning
On July 29, the Federal Open Market Committee voted 9-to-3 to hold rates at 3.5%–3.75%. The headline read “no change.” But the more interesting document is the one that got crossed out: three officials dissented in favor of a rate hike — a rare split by recent FOMC standards. That minority count carries more signal than the result itself.
A Plate That’s Starting to Crack
9-to-3 is not consensus. It’s a tension structure one or two votes away from breaking. The majority held; the dissenters argued inflation isn’t tamed. Both positions are defensible, and that internal division forces markets to price the rate path twice over. Standard Chartered Private Bank’s Daily Trade Ideas on July 30 stated directly: the dollar faces downside risk following the Fed’s hold, with an overall bearish dollar stance. The bank also initiated a new short EUR/CHF position. On sterling, the view was range-bound — neutral, not bullish. That combination says less about where capital is running toward, and more about what it’s running away from: the uncertainty premium baked into the dollar when a central bank committee can’t agree on next steps.
Taiwan Equities: The Cushion Holds, For Now
The same day, foreign investors sold over NT$54 billion of Taiwan equities in a single session. That’s a number large enough to cause a raised eyebrow. But look at where prices are sitting relative to trend: 0050 at 93.7 against a 200-day moving average of 79.34, a gap of 18.1%. SPY at 741.69 versus a 200-day at 696.96, a 6.4% premium. EWJ at 93.29 against 86.22, 8.2% above. All three markets remain above their long-term averages, with Taiwan carrying the widest buffer of the three.
A single session of heavy foreign selling in Taiwan reads more like position rebalancing than a directional call. When the dollar weakens, dollar-denominated offshore holdings shrink in reporting currency terms — some institutional managers trim Taiwan exposure as a mechanical hedge against that FX drag, not because they’ve changed their view on the underlying market.
The Squeeze Taiwan Is Already In
There’s a structural tension that doesn’t go away quietly. The U.S. Treasury recently placed Taiwan on its currency monitoring list, citing a bilateral trade surplus of US$145 billion (up US$72 billion year-on-year, nearly doubling), and a current account surplus reaching 19.6% of GDP — driven largely by semiconductor and AI product exports. Taiwan didn’t cross the third threshold on FX intervention volume, so it stays in “monitoring” rather than “manipulation.” But that margin is not guaranteed to hold.
If the dollar weakens as Standard Chartered expects, the New Taiwan Dollar appreciates passively, making Taiwan’s current account surplus appear even larger in dollar terms. Taiwan’s central bank has already imposed a 30% ceiling on foreign holdings of domestic fixed income and restricted ETF hedging to contain speculative flows. Defending those lines gets harder when the dollar itself is the source of the movement.
The central bank has previously signaled it won’t rule out rate hikes if inflation expectations become entrenched — with oil prices and Middle East developments still unresolved variables in that equation.
What Three Dissents Actually Cost
In advertising, when a client brief comes back with three internal objections from the approval chain, celebrating the seven sign-offs doesn’t work. Going back and addressing what the three are really saying does, because they’ll resurface at the next review. The FOMC dissents work the same way. They are the most honest forward guidance available before the next meeting. The rate is held. The debate isn’t.
